Decent Homes Programme
The Government's Decency Standard for homes:
A decent home is one that is wind- and weather-tight, is warm and has modern facilities.
A decent home meets the following four criteria:
1. It meets the current statutory minimum standard for housing
2. It is in a reasonable state of repair
3. It has modern facilities and services: A reasonably modern kitchen (20 years old or less) with adequate space; A reasonably modern bathroom (30 years old or less) appropriately located; Adequate insulation against external noise; Adequate size and layout of common areas
4. It provides a reasonable degree of thermal comfort: Both effective insulation and efficient heating
"Delivery of decent homes is a key priority, but this should not stop landlords from carrying out other work that falls outside the decent homes standard, such as environmental work to the estates, security improvements or provision of disabled persons' adaptations." From "A Decent Home: The revised definition and guidance for implementation", 2002.
